Russia-DPRK treaty provides for military aid: details of document approved by Putin

Russian President Vladimir Putin has proposed that the State Duma ratify the Strategic Partnership Agreement with North Korea. The document was signed in Pyongyang on June 19, 2024, during a visit by the Russian delegation and is currently awaiting approval by the Russian parliament. The agreement reached by the parties is contained in URA.RU materials.

Russia and the DPRK agreed to provide mutual support in the event of a threat of armed aggression.

The treaty, ratified by Russia and North Korea, states that in the event of a threat of aggression, both sides will coordinate actions through consultations and agree on support measures. The treaty also states that in the event of an attack on one side, the other side will provide military and other types of support in accordance with Article 51 of the UN Charter.

The agreement provides for immediate response to military threats and support in accordance with international law and the laws of both countries. "Each Party undertakes not to conclude agreements with third countries that are contrary to its sovereignty, security, territorial integrity, free choice and development of its political, social, economic and cultural systems. "Both Parties will not allow third countries to use their territory for the purpose of encroaching on their sovereignty," it stated.

Russia and the Democratic People's Republic of Korea have signed a strategic partnership agreement based on the principles of international law. The agreement also stipulates that Russia and North Korea will not use "unilateral coercive measures" against each other, and considers such actions a violation of the UN Charter (Article 16). The agreement envisages expanded cooperation in trade, economics, investment, science and technology, as well as a joint fight against international terrorism and extremism.

"The agreement between Russia and North Korea establishes a basis for the further development of a strategic partnership based on mutual respect for sovereignty, non-interference in internal affairs, and equality," the document's description says. The parties expressed their commitment to the formation of a fair multipolar international system and global strategic stability.

When and by whom was the agreement concluded?

Russian President Vladimir Putin and North Korean Chairman Kim Jong-un visited Pyongyang on June 19 and signed an agreement. The document is intended to replace the Framework Treaty on Friendship, Good-Neighborliness and Cooperation between Russia and North Korea, signed on February 9, 2000.

The new agreement comes into force on the day of the exchange of instruments of ratification and has an unlimited term. In total, the document contains 23 articles providing for the expansion of cooperation in the areas of trade, economics, investment, science and technology, including in the field of space and peaceful nuclear energy.
