The Tatarstan Investment Committee, headed by Rais Rustam Minnikhanov, approved nine investment projects today. The total cost is 93.8 billion rubles, which will create about 25 thousand jobs in the republic. It is noteworthy that each approved project is an investment by a local investor. There are no out-of-town "traveling salesmen" among them. And, it seems, they can only cooperate with Tatarstan enterprises.

Against this background, the Investment Development Agency is adopting the practice of "manual" project support. According to Taliya Minullina, a curator is currently selected for each project at the level of the district akim, head of department or head of administration, and an AIR manager is also appointed.

— It is extremely difficult to prepare investors for participation in investment projects. This time we collected 354 signatures from all over the republic," said Taliya Minullina, answering questions from Realnoe Vremya. — Investment projects are very difficult! Here it is necessary to resolve issues of land relations, personnel, laying utility networks, design, construction, architecture, location, sales market and availability of capital.

Is it possible to speed it up? “If everything happened quickly, there would be no need for an investment agency. You need to call and confirm, prepare requests, collect responses and schedule meetings. This is bureaucracy, which, on the one hand, harms business, and on the other, creates a security system for the country with solid guarantees of implementation, without pitfalls and violations of three-tier legislation [federal, regional, municipal],” the head of the AIR responded.

Preparations for BRICS have increased developers' interest in building hotels. Luxury housing developer KamaStroyInvest has received approval for a five-star hotel project located in the historical center of Kazan. AM Group, owned by Delyus Sirazetdinov, leased a plot of land at the intersection of Dzerzhinsky and Chernyshevsky streets, opposite the Black Lake Park, without bidding. We are talking about a 4.9-hectare plot of land that was left empty after the construction of the Odetta residential complex. Elvira Gubaydullina, the company's CEO, said that this is how the idea to build a premium hotel next to the Kremlin was born. According to her, her own funds will amount to 2 billion rubles, and the remaining amount will be loans. According to preliminary estimates, the number of rooms will be 135. However, additional infrastructure is needed for luxury guests: health centers, spa centers, fitness areas, conference halls, restaurants with terraces, etc.

The biggest problem is the land use restrictions in terms of architectural solutions. The facility is located in the same historical area of ​​the Kremlin as the Odetta residential complex, so there are height restrictions.

“The height of the apartment is 20 m, the urban planning limit is 14.7 m. Now we will work with the Commission for the Preservation of Cultural Heritage Sites on the planting, and then we will decide whether there is a need to request an increase in height by making changes,” she said.

Journalists asked whether it was too late to start the project in the run-up to the BRICS summit.

She said the project took "about a year" in terms of location selection during the discussion phase. She did not specify who would operate the new hotel.

Later, the mayor of Kazan Ilsur Metshin also addressed journalists, which happens extremely rarely. He explained that the new hotel is necessary due to the lack of luxury rooms in the city.

— One of the biggest problems in the run-up to the 2013 Universiade was the issue of accommodating guests, and with the adoption of special programs and free access to the Internet, it was believed that the issues of hospitality and accommodation were solved. Since then, the influx of tourists has increased, and this year is expected to end with a growth of 20%. Preparations for BRICS have shown the need for five-star hotels capable of hosting special class guests.

Essen Production AG JSC plans to build a second confectionery factory in Tukaevsky District. The construction of the facility will require 14 hectares of land. And the additional hectare is planned to be used for the construction of dormitories for workers providing the workforce for the production and warehouse complex.

Representatives of JSC Essen Production AG explained why construction was localized in Tukaevsky District. One of the company's enterprises, the ESSEN confectionery factory, is already operating here, and the land is owned.

— The total planned production area is 60,000 m², and a dormitory will be built nearby,” she said. — The total volume of planned investments is 11.5 billion rubles. The company plans to invest $3.5 billion of its own funds, and use the rest as borrowed funds.

Kama Bacon is embarking on an unusual project. Ramil Andarzyanov, CEO of Pharmasyntez-Kama LLC, said that the pork producer has reached an agreement with the major pharmaceutical manufacturer Pharmasyntez on joint production of up to 1 million doses of the active substance (heparin) per year. According to him, this substance is produced in the intestinal mucosa of pigs and heparin is released after processing. Kamsky Bacon can be considered one of the first on this route, although similar production facilities exist in Dolgoprudny.
