Governor of the Khanty-Mansiysk Autonomous Okrug Ruslan Kukharuk approved the government of Yugra. It includes several officials with whom he worked or crossed paths during his tenure as mayor of Tyumen. Irina Chudova became the head of institutions and the government and deputy governor of the Khanty-Mansiysk Autonomous Okrug. Before this, Chudova held the position of deputy mayor of Tyumen since 2018. She came when Ruslan Kukharuk was already the head of the city. Chudova oversaw economic, strategic development and legal areas. I left in July 2024.
"I expect there to be a strong division between us and the outsiders. The most dangerous thing is that there are still many difficult-to-resolve markets. Perhaps Kuharuk will change this, but I do not expect any radical changes in the next few years. He is not independent. Many personnel decisions are not his. Some have already been acquired, some are assigned to him, and some have been brought in. The latter are missing for one or two," the insider said.
— It is no secret that there is a place for a "gray cardinal" in the government of the Khanty-Mansiysk Autonomous Okrug. The structure itself was a structure in which some districts were divided and there was competition between the governor's deputies. The personnel and the structure itself were separated, which contradicts all Russian practice. This created competition and led to the rejection of many projects. There was also no representative for housing and utilities," the interlocutor explains.
The great expansion of Tyumen to the north – what does this mean?
— This region is part of the larger Tyumen Oblast. Therefore, it is absolutely clear that the relations between Tyumen and the Khanty-Mansiysk Autonomous Okrug will be significantly strengthened. It is no secret that Natalya Komarova tried to distance herself from the Tyumen Oblast. If we consider the cooperation between Tyumen and Yamal, then various programs for resettlement, education and healthcare are mutually beneficial for both regions. There was no such deep cooperation with Khanty-Mansiysk. Many high-ranking officials continue their careers in the Khanty-Mansiysk Autonomous Okrug, which indicates that cooperation between the two regions will become closer, Bezdelov added.
— Judging by the video, this is presumably from the Tyumen "Matryoshkas". In our opinion, this is a single region. And people from other regions who do not know and do not understand how the region is structured, how it lives and develops, what its traditions and relationships between the elites are, often lead to disastrous results. Unfortunately, in Yugra since 2010 we have seen how many scandals have shaken the group of officials who worked in the team of the outgoing governor Komarov. Therefore, we hope that the new personnel who have arrived will be able to reboot the socio-economic agenda in the Khanty-Mansiysk Autonomous Okrug under the leadership of Ruslan Nikolaevich," Sysoev said.
— Under the leadership of Alexander Filipenko, a lot has been done. And we must understand that Yugra is characterized by very close interaction between large corporations and municipalities. I think that local authorities need more coordination. Because there are such boiling places as Nefteyugansk. And I believe that a serious problem that has accumulated to this day is the problem of immigration. Because stable territories are already being formed, for example, Surgut. I think this is a challenge, but it is common throughout the country," the interlocutor explained.
