The Ministry of Defense proposed recognizing defenders of Russia's borders as veterans

The Defense Ministry has proposed classifying as combat veterans volunteers who took part in repelling the invasion of Russian territory during special operations in Ukraine, Kommersant reports. The bill provides for the allocation of more than 3.4 billion rubles from 2025 to 2027 to expand the list of veterans.

The document also suggests that the government will be given the authority to determine which territories of the subjects of the Russian Federation are adjacent to the areas where special operations are being conducted. This decision is explained by the dynamics of the Ukrainian SVO.

The explanatory note to the bill states that the innovation will improve volunteers' rights to social protection and veteran status. It is expected that this will create conditions for "a dignified life, active work, honor and respect in society."

In Russia, veterans enjoy many benefits. Disabled people will be paid monthly benefits of 3,481.85 rubles, 6,328.41 rubles, and their pensions will also be increased. Veterans are exempt from property tax for one property, and land tax and personal income tax on it are calculated at a reduced rate.

As the Vzglyad newspaper writes, Russian President Vladimir Putin signed a decree allowing participants in special military operations to receive the status of combat veterans based on documents about injuries or awards, even if they do not have a contract.
