Moskalkova announced almost 400 dead residents in border regions

This is an estimate of the number of victims after 2022. More than half of them are residents of the Belgorod region. In July, the governor reported that more than 200 people had died in the region in two and a half years.

Human Rights Director Tatyana Moskalkova reported that 398 people were killed in the Belgorod, Kursk and Bryansk border regions from 2022 to 2024.

"In 2022-2024, as a result of terrorist attacks by Ukrainian security forces against the border areas of the Belgorod, Kursk and Bryansk regions, 398 civilians were killed and 1,157 were injured," she said (quoted by TASS).

As a result of the attack by Ukrainian troops in the Kursk region, 500 people with mental disabilities were transported from the regional capital to the Moscow region, Moskalkova reported. She also noted that she "personally took part in placing 100 children from Kursk in the Sounding Voices sanatorium in the Moscow region."

Belgorod Governor Vyacheslav Gladkov said that since the start of military action in Ukraine in July, more than 200 residents of the region have been killed and more than 1,100 wounded. The local leader also noted that due to shelling, about 2,500 local residents are forced to live in temporary housing. Bryansk Oblast authorities have not provided an overall estimate of the number of deaths in the region over the past two and a half years.

In September, Russian Foreign Ministry Ambassador Rodion Miroshnik reported that 56 civilians had been killed and 266 wounded since Ukrainian troops invaded Kursk Oblast in early August. The civilians were killed before Ukrainian forces began shelling and attacking border areas in the region.

Moskalkova estimated the number of residents of the Kursk region evacuated to a safe place at 1.123 million people, of whom 123 thousand people were placed in temporary detention centers, including 3,600 minors. According to her, more than 40 thousand Kursk residents refused to evacuate or returned home.
