"Wanting to please": in the trial of the chief physician of the Tatarstan Ministry of Internal Affairs, they revealed whose dachas "sick" guardsmen and special forces worked on

"Ready to ask": the trial of the attending physician of the Tatarstan Ministry of Internal Affairs revealed at whose villa the "sick" guards and special forces are toiling

Renat Fatykhov will head the medical department of the Ministry of Internal Affairs of Tatarstan in 2022. And although he was involved in a criminal case, he did not leave. "The investigation did not fire me from work, this does not pose a danger and does not cause me any harm," the defendant explained to a Realnoe Vremya correspondent. In fact, at the court hearing, the defense reported that Fatykhov is currently on vacation, and by order of the leadership of the Ministry of Internal Affairs, his duties are being performed by the deputy director.

Court-appointed lawyer Albina Sitdikova thanked the charity fund of defendant Angela Vavilova and frontline airlines. Additionally, the appeal of the medical department team explains: "194 people signed to avoid harsh condemnation. "The leaders have a positive character."

The Tatarstan Ministry of Health and the Ministry of Internal Affairs issued a character reference to the attending physician. The name of the deputy who signed the letter was not disclosed in court. The former noted that Fatykhova enjoyed great authority and respect in the medical community and had risen from a nurse to the head physician of the Republican Clinical Hospital. First, he graduated from medical school, then technical college, worked as a doctor, and then "successfully managed the activities of the Utah State Hospital, achieving the planned indicators: reducing mortality and improving the material and technical base of the institution. ..."

The second deputy minister noted: Fatykhov joined the Ministry of Internal Affairs system in July 2017, and in September 2018 he was appointed deputy director of the Clinical Hospital of the Medical Department of the Ministry of Internal Affairs, where he headed the hospital. Four years later, it had already become a medical faculty. "He knows how to make decisions, unites the team, enjoys well-deserved authority among the management and is constantly working to improve his qualifications," the statement said.

A list of recent wholesale purchases of modern equipment for the clinics of the Ministry of Internal Affairs is also presented. Computer tomography is offered for a total of 51 million rubles, including X-rays, which can detect malignant tumors, especially in the early stages. The new doctor managed to secure funding from the republican budget and include it in the comprehensive plan for the overhaul of the Ministry of Internal Affairs facilities for 2024-2028. The plan included only 10 departmental healthcare institutions across the country. Thanks to the republic, a major overhaul of the medical department has already been completed at a cost of 42 million rubles. The administrative and gastroenterological buildings of the hospital are next in line, using federal government funds. His superiors consider savings in the state procurement budget to be another advantage of Fatykhov.

The lawyer presented the court with photographs of the defendant with a baby and explained that he started out as a neonatologist. "He saved premature babies. "We collected a lot of photographs of him babysitting children."

Renat Fatykhov confirmed that she devoted 23 of her 43 years to medicine and 16 years to being a doctor.

It took Chief Assistant District Attorney Anna Bukanina almost an hour and a half to read out the charges. He was largely occupied with the very detailed job descriptions of the heads of hospitals and medical departments of the Ministry of Internal Affairs, as well as the functions of the National Guard and its armed forces. Distribution of weapons and especially important objects for the fight against terrorism.

Meanwhile, in 2017-2022, at least 22 conscripts underwent virtual treatment at the Clinical Hospital of the Ministry of Internal Affairs instead of performing responsible duties in Kazan units No. 5561 and No. 5598 of the Federal Armed Forces of the National Guard. Simultaneously with the work on the Orenburg highway, the state prosecutor presented the version of FSB officers, military investigators and colleagues of the Investigative Committee of Tatarstan, who were involved in the management of various operations.

"They cleaned the hospital grounds, unloaded food, moved furniture and carried out daily tasks to monitor the hospital," Bukanina said, adding that the soldiers also performed other duties, including providing assistance as needed. To government employees outside Kazan:

The prosecutor's office did not mention in its speech and for some reason was not indicated in the prosecution's story the location of the person who owned the property where the five applicants could have worked. According to Realnoe Vremya's sources, we are talking about an official of one of the republican structures not affiliated with the security bloc. Moreover, it was not he who determined the amount of work for sick and healthy soldiers. They say his wife came to the hospital for a free birth.

According to the state prosecutor, Fatykhov's inaction and refusal to demand the discharge of healthy patients led to the misuse of budget funds. On the other hand, he dealt with false patients for personal gain, in order to increase his authority among his superiors.

"Not wanting to please the higher management and properly fulfill the duties of hiring qualified specialists to clean the hospital territory, he instructed the subordinates of the deputy director of the hospital Shestakov about the need to involve conscripts. We work both on the territory of the hospital and on the private property of officials," Anna Bukanina continued her speech.

Training conscripts in other people's villas will not come as a surprise to those who served in the army. In Soviet times, this was almost the norm. And the prosecution's story does not contain any information about the militants being forced to work. Rather, it was an unspoken condition for receiving "treatment" rather than barracks. In addition, the version of the investigation, voiced in the Volzhsky court, does not explain what happened to the healthy men among the sick.

Some of the answers were from former guard #1. It can be found in the verdict of the Kazan Garrison Military Court against the commander of 5561 Sergei Popov and the former head of the medical service of the same unit Irina Sergeeva. In order to send healthy soldiers to hospital beds, they took bribes and were stripped of the ranks of colonel and major. Popov was sentenced to 3.5 years in a general regime penal colony on two counts of bribery and two counts of fraud related to the recruitment of conscripts at the assembly point of the Kazan unit, and Sergeeva was sentenced to four years probation and a fine of 500 thousand dollars. In addition, she was sentenced to confiscation of four bribes totaling 170 thousand rubles.

For reference, part number 5561 has a history of more than half a century. In 1967, by decree of the Council of Ministers of the USSR, a specialized motorized police battalion was created in Kazan to protect public order in three districts of Kazan and at mass events, as well as to carry out "suddenly arising tasks" in five districts. For example, in the Volga region, it is used to capture escaped prisoners. In 1980, the unit provided security for the Moscow Olympics, and in 1988 it carried out combat missions in Azerbaijan and Armenia, and then in Dagestan and Chechnya. The military maintained order at all major international events in Kazan, and were also involved in the fire in the Admiral shopping center in 2015. A year later, the unit came under the jurisdiction of the Russian National Guard, and medical care for the guards remained in the medical department of the Ministry of Internal Affairs of Tatarstan, where firefighters and employees of federal prisons were also treated.

The doctor's sentence for this obvious fact could have been more severe if there had not been special procedures due to the pre-trial agreement concluded with the investigation. In particular, she testified against Fatykhov. This is how they personally agreed on unjustified hospitalization with him. The defendant, the head of the medical department, is convinced that: "There was only work interaction with Major Sergeyeva. "I also had contact with the unit commander Popov for work."

Ten soldiers from units no longer commanded by Popov were charged in a corruption scheme in one unit.

Among the convicted intermediaries and bribe-givers is that same Oblomov, who moved into someone else's dacha. He was charged with nine counts, including bribery, arbitration, and attempted bribery. However, with the help of the investigation and active repentance, the court dismissed the 8th, and the 9th sentenced the former fighter to a fine of 1 million 250,000 rubles.

The charges against Fatykhov are as follows: During his service, Oblomov was hospitalized several times for chronic gastritis and other gastrointestinal diseases. But years later, experts found no data in his medical records about treatment or tests and examinations that could confirm the presence of health problems. At each hospitalization, Oblomov's card only included the results of an endoscopic examination, and although treatment for a specific diagnosis was carried out for at least four weeks, the patient was discharged earlier.

During the investigation, former false patients of ward 5561 admitted to giving bribes in the amount of 100,000 to 130,000 rubles. At the same time, a maximum of half of the amount went to officials, the rest was cut by intermediaries.

Not a single person involved reported transferring funds to Fatykhov.

Meanwhile, among the unconfirmed patients were several servicemen of the elite special forces unit 5598. It was formed under different numbers in Kuibyshev (Samara) in 1944 and in the same year was redeployed to Kazan as part of the NKVD internal troops, the so-called escort regiment for guarding prisoner-of-war camps and hospitals. During the reorganization in the 90s of the last century, a separate operational battalion (military unit 5598) was created. Kazan special forces fighters have been to the Caucasus more than once. The Ministry of Defense, together with its colleagues from the GRU, caught and detained militants, and destroyed their caches of weapons and drugs.

They have also been involved in providing security at all major international events. Their training includes exercises in storming buildings, detaining terrorists and apprehending other dangerous criminals.

One of Realnoe Vremya’s sources said that the special forces were hospitalized on all legal grounds, but two or three people decided to remain in the group while recovering.

It is noteworthy that none of the defendants stated that they transferred money to the attending physician of the Ministry of Internal Affairs of the Republic. Therefore, there is no mention of corruption in the indictment.

In fact, his formula already sounds threatening. By sending soldiers from medical institutions to the army, he failed to fulfill his duties to properly manage hospitals and deliberately allowed them to engage in economic affairs, which entailed the following violations: The authority and reputation of the Russian Ministry of Defense are undermined by the rights and legitimate interests of society, the state and military personnel (including those in need of hospitalization), as well as by a decrease in the combat readiness of both Armed Forces of the National Guard. Internal affairs and state power as a whole.

The damage to the budget of the affected Ministry of Internal Affairs was estimated at 1,008,758.36 rubles, taking into account hospital expenses for false patients. They turned out to be from 29,000 to 161,000, respectively. The soldiers with the literary names mentioned above spent the most on the state treasury.

According to a certificate signed by the financial inspector of the Ministry of Internal Affairs and presented to the court, Renat Fatykhov has already repaid the entire amount of non-targeted budget expenditures.

When asked by Judge Aida Lebedeva whether the charges were clear and whether he admitted guilt, she answered in the affirmative, supporting the lawyer's position that the case should be considered separately. The hearing was then postponed until October 16.
