"The Investigative Committee did everything to prevent me from going": Accused of 123 bribes, she is eager to leave Kazan for the SVO

"The investigators did everything to keep me out": from Kazan they rushed to the Northern Military District on 123 charges of bribery

"Based on the investigation, there is reason to believe that the defendant committed about 100 corruption crimes in the form of bribery," the investigator said, asking to name the Honorary Doctor of the Republic of Tatarstan Zukhra Khisamutdinova. court in August 2023. He said. In the pretrial detention center. In the case of the then director of the Kazan Medical University, there were only four bribes totaling 250 thousand rubles for "guaranteed admission" to the university for applicants regardless of the final professional certification and the results of psychological tests. moderation.

In January 2024, the head of the Investigative Committee of Tatarstan, Valery Lipsky, reported that 150 bribes had already been received in the case. According to Realnoe Vremya's sources, the material collected by the agents exceeded the established volume, but not all of it was converted into a criminal case. They say that the quality of the recording from the video camera hidden in the director's office did not allow for a clear classification of all the actions filmed by the lens. Another important piece of evidence was a special notebook in which the accused himself wrote down the applicant's personal files.

During the investigation, the employer suspended the arrested woman from her position, but no one fired her from her position as the university rector. She worked as a director for 24 years. And for another year, she was listed only under this name.

The final charge included 123 counts of bribery for illegal actions (Part 3 of Article 290 of the Criminal Code of the Russian Federation) and one count of abuse of office at a university (Part 1 of Article 285 of the Law). Criminal Code of the Russian Federation). According to Realnoe Vremya's sources, the total amount of corruption income of Zukhra Khisamutdinova during the 2023 admissions campaign (from May to August) amounted to 6,085,000 rubles. It is easy to calculate that the average bribe is just under 56 thousand rubles. The case includes episodes of transfers from 30,000 to 120,000 rubles.

According to the defendant's recently published declaration, he officially earned 2.3 million rubles for the whole of 2021.

At the same time, according to the prosecution, the head of the educational institution received a significant portion of the donations through four intermediary organizations. One of them was Ilham Ashrafzyanov, the brother of a university teacher. The latter did not appear in court. He did not participate in the criminal plan.

The damage in the abuse of power case is estimated at 843.3 thousand rubles. According to security officials, in 2020, the medical school received these funds as part of the national project "Demography" for the retraining of pre-retirement nurses and paramedics. This was done, but one of the groups turned out to be entirely composed of "dead souls". Perhaps, it was simply impossible to provide for those who wanted to gain new knowledge in old age. Earlier, Khisamutdinov was accused of embezzling payments from the budget of this group, but the director of the university did not receive a penny out of the thousands, and all the money went to pay teachers' salaries. Therefore, she was charged with official misconduct. Rostrud was perceived as a victim in this episode.

The 65-year-old defendant pleaded not guilty to any of the 124 charges. However, the line of defense was not discussed at yesterday's session of the Supreme Court of the Republic of Tatarstan.

The decision to expand the investigation into the corruption case with the consent of the Tatarstan applicant was made in Moscow at the level of the First Deputy Director of the Investigative Committee Eduard Kaburneev. It has been extended until February 6, 2025.

The same date is also indicated in the petition to extend the house arrest of the dean of the medical school for another three months, submitted to the court by the chief investigator of the 2nd department for especially important cases of the Investigative Committee of the Republic of Tatarstan, Radif Fattakhov. According to him, the case is especially complex due to the statute of limitations and the number of episodes.

Fattahov noted that the accused is currently familiarizing himself with the materials of his case. I have read 5 volumes out of 25, but I have also studied 300 hours of work records recorded on 122 disks. The security forces hope to complete the familiarization process by February.

A representative of the Investigative Committee noted the seriousness of the charges, saying: “It is impossible to take more lenient precautions.” The head of the Prosecutor General’s Office of Tatarstan, Airat Ibragimov, also called the petition justified, citing the number and severity of corruption cases.

Lawyer Alexei Paramonov asked what information investigators had received since the last extension about Khisamutdinova violating precautions or pressuring witnesses. The answer was negative. However, when Fattakhova was called and asked how the prisoner could visit the Investigative Committee, it turned out that she had come alone, without being accompanied by FSIN investigators.

The lawyer filed a counterclaim asking to apply restrictions to the defendant in the form of a ban on certain actions, citing the fact that the main stage of the preliminary investigation had already been completed and the questioning of witnesses had been conducted.

At the beginning of the hearing, at Paramonov's request, a medal in support of the SVO participants, established by one of the Russian charitable foundations, was added to the case materials. Zukhra Khisamutdinova received this award in August of this year for her contribution to supporting combat troops. Presiding Judge Bulat Shamsutdinov also familiarized himself with letters of gratitude received from the special forces who provided assistance to the participants of the special operation.

The defense paid special attention to the health certificates of the defendant's 89-year-old mother and the fragile bones of Kisamutdinova's husband, a complication of his oncological disease. "Because of the disease, I broke my spine, and in September I needed an operation. He cannot take care of himself or buy food. But there are also concomitant diseases," said Alexey Paramonov, asking his client, a doctor of medicine, to give the family the opportunity to receive adequate treatment.

The lawyer noted at the hearing that the investigators and prosecutors did not provide any evidence to support the motion, other than the seriousness of the charges, which have not yet been proven in court.

“I wanted to go and support hospitals in North Korea and the LPR in 2023.”

Zukhra Khisamutdinova also asked the court to lift her house arrest and impose a ban. She thinks that in this case she will be able to provide her husband with everything he needs.

According to her, during the investigation, many letters were written and sent (through her husband) to the State Duma, the office of the President of the Russian Federation and other authorities with requests for assistance. SVO Zone."

- In May 2024, a document signed by the regiment commander was received. He was not against involving me as the head of the regimental medical department. But the investigative committee did everything to prevent me from going there! - the director of the medical school said indignantly. "I told [investigator] Fattakhov that I was going there to make sure that you were not sent there."

She called this part of the objection “another argument,” supporting the version of “the orderliness of what is happening to me…”.

The investigators did not refute these allegations at the hearing. During the break in the hearing, Khisamutdinova reported that gender restrictions are not included in the legislative norms on concluding military contracts with defendants and prisoners. In her opinion, as a doctor in the Northern settlements, women with military specialties are just as in demand as men with weapons. This primarily concerns the provision of emergency and urgent care to military personnel.

At the meeting, the director of the Kazan Medical University reported that he had received a letter from one of the faculties asking them to contain their passions and focus on helping their husband until the end of the fighting. However, in the future, they suggested participating in the restoration of medical infrastructure in new regions of the Russian Federation.

"I really want to go to the Northern Military District and put an end to this bloodshed." She confessed and added in a trembling voice. "When this happened to me, I did not cry. But I love Russia... Here, the woman could not control her emotions and returned to her place in tears.

However, the judge was not convinced by the defendant's feelings and the lawyer's arguments. He placed the accused under house arrest for three months.
