The State Duma has amended the Federal Law "On the Procedure for Considering Appeals from Citizens of the Russian Federation." According to the draft law, Russians will be able to send emails to government agencies only from mailboxes registered in the national domain zones .ru and .рф. At the same time, the National Domain Coordination Center, which is responsible for their management, is not responsible for popular domains in Russia: .su, .дети, .москва, .moscow, .tatar, etc.

The authors of the bill claim that government agencies in Russia are often subject to large amounts of spam from foreign domain zones. At the same time, it is almost impossible to prove with certainty that the author of the request is actually the person indicated as the addressee in the request. The explanatory note also states that the percentage of letters containing requests from real Russians to foreign addresses does not exceed 5%.

"Each state has a state administrator who sets the rules for these domain registrars and hosting providers. For example, you should take these rules into account when selling your domain to users. , at one time in Russia there was a whole list of obscene domains that were used by all sorts of pranksters," says Zykov.

"National domains are regulated by the ICANN organization. It is the organization that assigns national domains to all states and various administrative units of the world. According to its rules, domains from countries that do not exist should be blocked. An interesting situation is in India. Now they have decided to formalize the existing practice and extend it to everyone. "This is a government agency," he explained.

However, the new law may have a negative impact on the work of many government agencies. First of all, this concerns people communicating with representatives of other countries or foreign companies. For example, Roskomnadzor sends foreign companies notifications about the removal of content prohibited in the Russian Federation. This has happened several times with Google, Apple and the recently blocked Discord. Confusion may arise if regulators are unable to immediately receive written responses from other domain areas. The same situation may affect the Ministry of Foreign Affairs.
