Kazan agglomeration close-up: theoretical, methodological and applied aspects

This book is created in accordance with the high standards of printing art. This is a full-color edition with high-quality modern and archival photographs, graphs, diagrams, plans, which not only complement the text material, but also reveal it, and deeply, scientifically and systematically.

The content of the book is clearly divided into two parts. The first is the development of directions with careful consideration of innovative service mechanisms. The second is the preservation of cultural values. These relationships and the order of presentation of the material not only correspond to the chronology and scale of events, but also reveal the recent political history of Tatarstan.

So, in the first part we quote Rustam Minnikhanov, former Prime Minister of Tatarstan. At that time, he not only supported geodesy as a concept of professional real estate management, but also made it a principle of national policy for national development.

The second part of the book immerses us in the modernity of the thousand-year-old city. Rustam Minnikhanov, already in office, declared 2012 the Year of Historical and Cultural Heritage, continuing the tradition established by Mintimer Shaimiev. This marked the beginning of the president's program to restore and rebuild the historical center of Kazan of unprecedented scale and significance. This makes everyone say: "We can do it!" The program for the improvement of parks and courtyards was launched in the republic.

This book is a reproduction of Western European Old Master paintings from the ASG Large Collection of Fine Arts, which gives them a special charm. They not only perform an aesthetic function of separating the book's chapters, but also carry a conceptual load. This gives the reader a reason to think about the need for a balance between creating something new and carefully preserving the heritage.

By the way, these and other creations of old masters will soon be on display at public exhibitions in the Palace of Fine Arts of the ASG, which will be located on Karl Marx Street in the Admiralty building (an 18th-century cultural heritage site of federal significance). Currently, employees of the International Institute of Cultural Heritage are designing the Imperial Palace of the Palace of Fine Arts.

The book "Kazan Unity: Research and Preservation of Heritage" conveys 25 years of Kazan's experience in the field of territorial development and management. Below is an interview with an expert who has been studying, preserving and developing the territory for decades.

The book's co-authors are representatives of a community of respected experts responsible for the necessary dialectical coexistence of historical heritage and modern development in a metropolis of such geographical significance that Kazan has historically been a "gateway" from Asia to Europe. They are Oleg Grigoriev, assistant to Olesya Baltusova and head of the Institute of Territorial Planning, chief architect of the city Ilsiyar Tukhvatullin.

— The general plan of the Kazan agglomeration, developed by the Institute of Territorial Planning, includes areas of housing construction, employment, transport development, social and engineering infrastructure, environmental issues and tourism.

— The planning period in agglomeration conditions is calculated for decades, and your decisions will affect your descendants. Or, on the contrary, you can find a suitable place to make a minimum effort to achieve the maximum result.

— Sviyazhsk wants to reduce traffic jams. The violation of the atmosphere of privacy causes great suffering from artificial congestion. I think we need more variety, so that people can go to Verkhniy Uslon on weekends and walk along the already popular Volga Trail. <… > Personally, I dream of a comprehensive approach to historical settlements and attractions, taking into account ecotourism, nature, sports and weekend tourism.

The content of the book is based on the development of ideas expressed by experts. Here readers can find projects of residential development, business districts, projects in the field of tourism and agrotourism. And practitioners and theorists, developers and scientists, officials and businessmen give advice and share ideas.

In fact, a quarter of the book is devoted to projects that can be implemented today in the ASG region of the Kazan agglomeration.

The pages of the publication contain excerpts from thematic articles published at different times by the federal and major republican press and the information agencies Interfax and Rambler. Next to each quote - Finance, Realnoe Vremya, Business Online, Tatar-inform, etc. - there is a QR code that leads to a website containing the full content of the journalistic work. The authors of the book "Kazan Agglomeration: Survey and Preservation of Heritage" did not set themselves the goal of embellishing reality. They openly talk about the difficulties that arise in the process of territorial development, about the conflict of ideas and interests of different groups of the population, about legal proceedings. For example, an interview was published in which the founder of the ASG Invest group Alexey Semin answers difficult questions.

— How do you explain the fact that there are many lawsuits regarding the land around Kazan that belongs to the ASG?

— Indeed, there are ongoing court cases on the land issue, including with our investment group. This is a completely normal phenomenon, indicating that society is civilized. If you want to move a plot of land by a meter, this should be decided in court, and not run at each other with bids and figure out who is right...

If you are far from the topic of development, this book will open your eyes to the peculiarities of entrepreneurship in the field of territorial development related to real estate, construction of new facilities, reconstruction and restructuring of existing ones.

— The investigation process includes all stages: from analysis, planning of the territory for development, preparation of construction and attraction of investments to the actual construction, implementation and future operation. You cannot expect that developers will do all this. In most cases, developers do not have the opportunity, capacity or time to carry out this entire cycle.
