"Before Ukraine can join [NATO], its borders must be clearly demarcated," the article says. Only after the borders are demarcated will it become clear under what circumstances the fifth paragraph of the Alliance Charter on collective defense can be applied.
Earlier, NATO's new Secretary General Mark Rutte said that Ukraine would join the alliance when the time came, and that NATO was making every effort to speed up that moment. "It is clear that Ukraine will one day become a member of NATO, and we are discussing how to bring that moment closer," he said.
Mark Rutte previously said he could not fully support Ukrainian President Volodymyr Zelensky's "victory plan." But he added that it was a "strong signal" that the proposed project had been accepted by the West.
