The Russian Ministry of Health has submitted a draft law that guarantees the country free health care for the next three years. According to the document, it is planned to expand the list of operations under the compulsory medical insurance policy for Russians, establish a standard for the number of visits to medical centers for preventive purposes, and establish standards for financial costs for medical examinations. . It was decided to conduct an assessment of the reproductive health of citizens.

In Russia, the draft plan for free medical care for 2025–2027 has been updated. This is stated in the relevant draft state programs published on the portal of draft federal regulatory laws.

According to the document, the program for the first time established a normative norm for visiting medical centers for preventive purposes. In particular, it is planned to provide care to about 3.2 million Russians, or 5% of the working population, next year. They plan to allocate 4.4 million rubles in 2025, 5 million rubles in 2026 and 5.7 million rubles in 2027 to achieve these goals.

We also plan to establish standards of treatment and costs for medical examinations to assess people's reproductive health. It is expected to cover 32% of the total population of women and men aged 18-49, or almost 20 million people. For these purposes, 42.9 million rubles are planned to be allocated in 2025, 51 million rubles in 2026 and 59.5 million rubles in 2027.

The Ministry of Health also plans to expand the list of tasks of compulsory health insurance, including in the field of high technology. The updated list included replacement of a neurostimulator and pump, correction of cardiac arrhythmias, observation and regular rehabilitation of children with chronic heart failure, and comprehensive medical rehabilitation after lower limb prosthetics.

Among other things, the COVID-19 testing criteria were removed from the draft program due to the decline in incidence.

In addition, standards were established for the first time for the medical scope and financial costs for certain types of cardiovascular surgery in hospitals. This includes coronary stenting, the implantation of a rate-adaptive pacemaker in adults, etc.

The new program will allow more than 103,000 cases of in vitro fertilization (IVF), which is 13% more than this year. The standard of medical care for patients with viral hepatitis C has also been increased by 2.5 times (maximum 100,000 people) compared to the previous level.

At the same time, as the document says, the average standards for the volume of health care will remain at this year's level at the expense of next year's budget. In 2026-2027, we plan to reduce the threshold for the provision of primary specialist care in the outpatient sector by 0.7% for preventive visits and hospital visits and by 2% for day hospitals. The average standard for the volume of emergency medical care will remain at the current year's level.

Recall that earlier Moscow announced an increase in the budget for the development of medicine. The mayor of the capital, Sergei Sobyanin, took into account compulsory health insurance and announced that 1.1 trillion rubles would be allocated for it.

“By the end of 2028, a new structure for outpatient care is to be created in Moscow,” wrote the capital’s head in his Telegram channel.

According to him, next year the capital clinic of the Moscow City Oncological Hospital No. 1 will be rebuilt on the territory of Skolkovo. Construction of a new building at 62 and St. Petersburg Children's. The construction of the multidisciplinary complex of the Vladimir City Clinical Hospital will be completed. . In addition, construction of a new inpatient complex will begin at the Sklifosovsky Institute of Emergency Medicine and the Demikhov City Clinical Hospital. “From 2025 to 2027, 31 medical facilities will be built,” Sobyanin promised.

The cost of providing modern medical services at the expense of the capital's budget in 2025 will amount to more than 15 billion rubles, taking into account compulsory health insurance - about 36 billion rubles. At the same time, over the next three years, 141.1 billion rubles will be allocated for the development and strengthening of the material and technical base of Moscow's medical institutions, the mayor said.
