By 2030, 60% of regional and interregional roads will be repaired. These are the target indicators of the new national project "Roads", announced on Tuesday by representatives of Rosavtodor. Road workers and traffic police representatives admit that it will be difficult to achieve these indicators. This plan will be supported by fundraising. Since 2018, most of the region's roads have been repaired and built as part of the national project "Safe Quality Roads" (SQR), which is ending this year. The preliminary results of the project were presented by Deputy Director of Rosavtodor Igor Kostyuchenko at the exhibition "Road-2024", which was held yesterday in Yekaterinburg. He wrote that during this period, a total of more than 100 thousand km of roads were built and repaired (the total length of the road network in the Russian Federation is 1.5 million km).

As of October 1, 2024, the share of rural roads under repair increased from 43.6% to 53.8%, and the share of roads in urban agglomerations (population over 200 thousand people) increased from 44% to 83.3%.

From 2025, repairs and construction will be carried out within the framework of the new national project "Infrastructure for Life". Igor Kostyuchenko said that the BKD "will enter smoothly". By 2030, the coefficient of operation of local and interregional roads should increase to 60%. A single indicator is set for aggregate roads, federal highways and roads included in the backbone network (140 thousand km). This means that 85% should be left standard (stored in this format). Mortality from road accidents should be reduced by 1.5 times by 2030 compared to 2023, and halved by 2036. In 2023, 145 thousand citizens died in road accidents.

Deputy State Inspector for Road Safety Oleg Ponaryin admitted: "It seems like a simple task. The age of the cars also affects the deterioration of traffic safety. - Kommersant. Head of Rosavtodor Roman Novikov added that from 2017 to 2023, the traffic intensity on federal highways increased by 1.3 times, which also complicated the achievement of the indicators.

The specific costs for the new national project were not announced yesterday.

The presentation by Rosavtodor cited the example of the Ural Federal District, which plans to allocate 69 billion rubles for 2025-2027. Federal aid accounts for 6.9% of financial aid to all regions. Therefore, it can be assumed that the total amount of aid to the region will be about 1 trillion rubles. For the next three years. However, the indicators named by the Rosavtodor representative are planned. This will depend on the parameters of the federal budget (and funds allocated to the road sector), the draft of which is currently being discussed in the State Duma.

However, local authorities argue that some of the existing financial burden should be lifted. During a panel discussion on the future of the highway network (including federal and regional roads), representatives of a number of departments spoke in favor of transferring the entire network to Rosavtodor for repair and maintenance according to uniform rules. This has become the standard as part of the creation of a single seamless road framework. Previously, there was a practice of transferring "dead" local highways to federal ownership for repair and reconstruction, but in 2022 it was discontinued, including by decision of the Ministry of Finance.
