Smolny has killed the residential complex project near the Prospekt Prosveshcheniya metro station

As a reminder, in the fall of 2020, the developer purchased 2.2 hectares from Pozitron JSC with administrative and industrial buildings in the area of ​​the Prospekt Prosveshcheniya metro station. At that time, this project was the company's only project in the administrative district of St. Petersburg. In recent years, Lenstroytrest has been under construction on the outskirts of the city. An exception is the purchase in 2021 of a project to build a residential complex near the Novoorlovsky forest park from the Oikumena insurance company.

Initially, Lenstroytrest planned to build a 20,000 m2 residential building and a 13,000 m2 aparthotel (designed to accommodate 12,000 people). The project was approved by the Urban Development Commission (UDC) in exchange for a commitment to build a preschool. However, in December last year, the developer changed the concept. According to the new parameters, the total area of ​​the building was already 73.1 thousand m2, and the living area was 41.5 thousand m2. The time has come. In St. Petersburg, the implementation of two long-term projects has been approved.

As a source in Smolny told DP, such a large scale of housing required a completely different level of social responsibility from the company, so the developer proposed to build not only a kindergarten, but also a school on Siqueiros Street. And apparently, the parties have not yet come to an agreement. In March of this year, GRK decided to return the material for revision. A representative of the market said: "And in order to think faster and more effectively, we also stopped transferring land."

The KGA "DP" reported that "this is a decision of the land use and development committee and was adopted by a simple majority of votes." "The owner of the right has the right to reapply to the Commission to review the issue of issuing a permit," the commission added. Lenstroytrest declined to comment.

"The developer has the opportunity to re-apply for approval by the URVI (the law does not limit the number of attempts) or consider other functional options for using the site in order to avoid a dispute with the city, which has already refused it once," says the commentary. What is noteworthy about the Lenstroytrest case is that after the initial approval of the project by the city, the company received a refusal. In most cases, developer requests are limited to the development of residential complexes. Therefore, this summer, Glavstroy refused to increase the permissible building height in the Yuntolovo area to 50-75 m. The LSR Group received similar refusals in the northern alluvium. The requested URVI cannot be accepted by Etalon and BN Development (for example, Bonava).
