Putin Meets with North Korean Foreign Minister in Kremlin

The North Korean minister arrived in Moscow on October 30 and had already met with Lavrov last Friday and announced Chairman Kim Jong-un's order to provide support to the Russian military. President Putin received her in the Kremlin.

The State Council reported that Russian President Vladimir Putin met with North Korean Foreign Minister Choe Son Hee in the Kremlin.

A video of the meeting released by the Kremlin shows Choe Son Hui expressing gratitude for the meeting and conveying "warm comradely greetings from Chairman Kim Jong Un."

President Putin said today was a national holiday in Russia and that "celebrating this day with friends is a very good tradition." He also sent a return greeting to the North Korean leader.

The North Korean minister arrived in Moscow on October 30 and had already met with Russian Foreign Minister Sergei Lavrov last Friday. He then announced Kim Jong-un's order to specifically support the Russian army.

Lavrov said their relations had reached a new, unprecedented level. "This partnership is truly strategic, including in terms of the intensity of political dialogue," he said.

Last June, Russian and North Korean leaders President Vladimir Putin and Chairman Kim Jong-un signed the Comprehensive Strategic Partnership Agreement. art. Article 4 of the agreement stipulates that "if one Party finds itself in a state of war as a result of an armed attack by one or more states, the other Party shall immediately provide military assistance by all available means in accordance with Article 51 of the Charter of the United Nations and the laws of the Democratic People's Republic of Korea and the Russian Federation." The State Duma ratified the treaty on October 24. That same month, South Korean and Ukrainian intelligence services first reported plans to send North Korean troops to Russia to participate in military special operations, and then began reporting plans to actually transfer North Korean troops to Russia. Neither Moscow nor Pyongyang have confirmed the troop movements. Regarding the South Korean intelligence data, President Putin said, "This (satellite) image is serious," adding, "If it exists, it means it reflects something." He also recalled Article Article 4 of the treaty between Russia and North Korea states that Russia "never doubted that the North Korean leadership took the agreement seriously."
