Faster on foot: preparation of documentation for the station at Pulkovo Heights has begun

We are talking about three adjacent territories near the 19 km stop on Saritskaya Street, opposite the Expograd residential complex. It is expected that the stop will become part of the Pulkovo Heights multimodal transfer hub. However, as part of this, the opening of the railway platform has been postponed for at least seven years. According to the latest information released by the developer of the Terminal-Resource residential complex closest to the transport hub, the new station towards the Baltic Sea is planned to open only in 2026.

There has been talk of a new station on the Shosseynaya-Aleksandrovskaya section since the beginning of 2016. The head of the Oktyabrskaya regional passenger service development, Timofey Shmanev, then reported that the planning permission for the design and construction of the facility was planned to be submitted in the same 2016, and the platform would be built in 2017.

Although the deadlines were missed, the visual appearance of the future two-story station pavilion was presented in late November 2017. The opening of the platform itself was planned for 2019, and the construction of the station and overpass was planned to be completed in 2020.

With the beginning of 2019, the deadlines had to be postponed again. In October 2019, the then General Director of JSC North-West Suburban Passenger Company (SZPPK) Vitaly Grigoriev said that the main domestic examination of the transport hub project would last only until May 2020. The platform itself was planned to be built in the second half of 2020, and the station and overpass in 2021.

In the summer of 2020, work began on the territory of the future hub to remove the Russian Railways network from the construction site, and SZPPK held a tender for the construction of the station with a starting price of 123.9 million rubles. However, in mid-October of the same year, the national examination gave a negative conclusion on this project.

The documents had to be redone, and only in February 2021 SZPK began looking for a contractor for the construction of the Pulkovo Heights transport hub. Monolit LLC won the competition. And the completion date for construction was postponed to the fourth quarter of 2022. But the active phase of work stalled almost as soon as it began.

In February 2023, Shusharsky Village Council deputy Ilya Smirnov stated that according to the plans of Russian Railways and Smolny, the station should still appear, but in 2024. The delay was justified by a change in the type of station and the project as a whole.

Earlier this year, the public was presented with an updated look for the transit hub. The pavilion became a single-story building with wide columns and a large canopy. The project was developed by JSC Lengiprostroy. KGA said: "We designed the transport hub taking into account the location and appearance of the Expo Forum congress and exhibition hall, as well as the surrounding buildings."

As a result, the long-awaited arrival of the station has now been postponed until 2026. At the same time, as representatives of the city transport committee noted in response to questions from city residents on the social network "VKontakte", in 2026 only the stopping points themselves will be launched. The commissioning of the pavilion and the final connection of the transport hub to the regional road network is planned only in 2028. This means that the delay from the original deadline is more than 10 years.
