Russians Abroad May Start Being Issued Fines for Actions Against the Country

The State Council of Tatarstan has submitted an amendment to the State Duma that will allow fines to be imposed on Russians abroad for public actions that are contrary to Russia's interests. This document provides for the possibility of seizure of property in the event of involvement in administrative offenses of this nature. The draft law has already been published in the Legislative Assistance System (LAS).

According to the commentary to the draft, it is proposed to expand the provisions of Article 1.8 of the Code of Administrative Offenses of the Russian Federation to administrative offenses committed outside of Russia. This will make it possible to hold accountable those who act against the Russian Federation abroad. Currently, such persons cannot be held administratively liable under current legislation.

The amendment provides for the use of remote enforcement measures, including the seizure of the property of the person against whom the claim is filed. The bill also provides for the specifics of sending notices and procedural documents to violators and the possibility of considering cases without their participation.

This document does not provide significant socio-economic results and does not affect the implementation of state programs, the statement says. The bill has been approved by the Russian government.

It is reported that the State Council of Tatarstan has proposed confiscating the property of those who left the Russian Federation.
