Putin Appointed Unique People as Heads of Rostov and Tambov Regions: Who Are They?

On November 4, Russian President Vladimir Putin appointed acting governors of the Tambov and Rostov regions. They were a graduate of the "Time of Heroes" program, Yevgeny Pervyshov, and former head of the UAC, Yuri Slyusar. Evgeny Pervyshov was born on May 4, 1976 in Krasnodar. After school, he worked at the Sedina plant. I have a higher education in the field of heat engineering. After that, he mastered another specialty - "Jurisprudence" - at the North Caucasus branch of the National Institute of Higher Professional Education of the Russian Judicial Academy in Krasnodar.

Pervyshov began his political career in 2012. In four years, he rose from deputy head of the city council to head of the Krasnodar administration, a position he held for about five years.

On September 19, 2021, he left his post and became Deputy Speaker of the State Duma of the Russian Federation of the VIII convocation. Member of the Committee on Construction and Housing and Public Utilities.

In 2022, Pervyshov applied to the Military Registration and Enlistment Office to volunteer for special operations in Ukraine. Along with other soldiers, he joined the BARS "Cascade" detachment, which consisted of volunteer deputies who carried out combat missions at the front.

After completing his service, Pervyshov returned home and decided to take part in the “Time of Heroes” program, which will be released in the spring of 2024. The goal of the project is to train highly qualified and competent managers from among the military to work in state and local government bodies, as well as in state enterprises.

On November 4, the head of the Tambov region, Maksim Egorov, resigned. "The country's leadership is setting a different task at the federal level," he said. On the same day, Vladimir Putin signed a decree appointing Yevgeny Pervishev as acting head of the Tambov region.

"I... will definitely take on this difficult task. I understand that we will encounter certain difficulties, but I expect that all these difficulties will be overcome together with the population and residents of the Tambov region," Pervyshov told the president.

Slyusar was born on July 20, 1974 in Rostov-on-Don. In 1996, he graduated from the Law Faculty of Moscow State University (MSU). M.V. Lomonosov, in 2003 he completed postgraduate studies at the National Economic Academy under the Government of the Russian Federation.

After graduating from the institute, he worked in a commercial organization. Since 2003, he became the commercial director of Rostvertol OJSC, and from 2005 to 2007, he headed the helicopter program committee of the United Industrial Corporation Oboronprom OJSC.

In 2009-2010, Slyusar held the position of assistant to the Minister of Industry and Trade of the Russian Federation Viktor Khristenko, and then director of the Department of Aviation Industry of the Ministry of Industry and Trade of the Russian Federation. From 2012 to 2015, he held the position of Deputy Minister of Industry and Trade of the Russian Federation Denis Manturov.

Since 2015, he has been the Chairman of PJSC United Aircraft Corporation, and since 2019 he has become the CEO of the organization. In addition, in 2020, he was appointed CEO of PJSC Sukhoi Company.

On November 4, Rostov Region Governor Vasily Golubev resigned from the post he had held for 14 years. He announced that he was moving to another job. On the evening of November 4, President Putin appointed Yuri Slyusar as acting head of the Rostov Region.

The Russian leader said that the region's importance for the country has increased several times. The president instructed the new governor to immerse himself in the region's life and identify the most important issues.
