Andrey Ryabokon, a deputy of the Legislative Assembly of Saint Petersburg, has prepared a federal plan that obliges grocery chains to place information on their price tags about their own price increases for socially significant food products. This list was approved 14 years ago and is specified in RF Government Resolution No. 530 of July 15, 2010.
There are 24 items on the list. This includes meat (except boneless products), grated chicken eggs and butter, drinking milk, bread, some cereals, vegetables. However, for example, only apples are listed as fruits.
Market participants now ensure the sale of socially significant products with minimal price increases. Another thing is that trade has always been a business aimed at making a profit. And if the price increase for a product is minimal, the retailer compensates for it with other versions of this product.
As Andrey Ryabokon explained, the federal list is minimal, the prices for these goods can be controlled, this is the prerogative of the Russian government.
Thus, if a buyer notices a significant price increase, he can contact the FAS, and the FAS will be able to conduct an inspection of this particular product.
As Andrey Ryabokon emphasized, of course, there is still inflation and speculative growth in the economy.
The same banana and sour cream
Experts interviewed by 78.ru do not recall anything similar happening in world practice.
Mikhail Lachugin, an independent consultant involved in promoting food products in retail chains, notes that the Federal List of Socially Significant Goods was approved in 2010. Of course, the document needs to be revised.
As Mikhail Lachugin emphasized, it is not entirely correct to say that the markup is higher or lower for some specific categories. It is more correct to discuss categories in this context. Because for some specific goods the markup can be 2-3-5%, and for some other goods - up to 40%.
Real co-owner Alexander Myshinsky also claims that most retailers do not raise prices on socially significant goods. But if someone wants to invest hard work and costs, they will do it, and no public surcharge will help.
He also mentions things like retro bonuses.
As Mikhail Lachugin explained, the idea is that a retail chain will sell, for example, 1 million bottles of milk over a certain period of time, and if the conditions are met, the manufacturer will pay the retailer a reward. Retro bonuses are legally limited to 5% of the amount sold.
Notably, Resolution 530 includes a second provision. It basically prohibits retroactive bonuses for producers when supplying certain socially significant products, such as chicken, milk (with certain fats), bread and bakery products with a shelf life of less than 10 days.
Ivan Kuznetsov, a food market analyst and entrepreneur in food production and agribusiness, explains that it is important to understand from the federal list: All products on the list have long been produced in Russia. There can be no shortage here and, by common sense, there should be no income.
Experts note that when food becomes expensive, everyone starts talking about food. But no one offers to reveal the secret of how the growth of fuel and gasoline prices is formed. And its cost seriously affects the cost of the product.
After the legislative body approves the initiative in two readings, it will be sent to the State Duma for consideration.
