That's why problems periodically arise. In addition, additional inconveniences arise during the peak tourist season. City guests who are not good at navigating the area simply do not have time to find parking meters in the allotted 15 minutes. Unplanned excursions are subject to a fine of 1,500 rubles. In addition to parking meters, you can pay for parking through the RuParking mobile application, through a web portal, SMS messages, terminals and the PayBerry website. Locals prefer to pay in the app.
The Moscow city hall, which has been practicing paid municipal parking for more than 15 years, began to eliminate parking meters even before the sanctions came into effect. According to the capital's transport department, the demand for card payment devices has stopped. They account for less than 1% of all parking lot transactions, and 95% of payment traffic goes through specialized applications. Currently, there are about 80 devices left in the metropolis to provide local parking spaces near train stations and hospitals. This is only 0.14% of all payments. The time for completing the operation is 15 minutes. The fine for free parking is 1,500 rubles.
In Vladivostok, after about six months of trying to find a way out of the situation with problematic software, parking meters were dismantled in municipal parking areas. The parking lot operator confiscated municipal property and resolved the issue through mediation with the equipment supplier. During the operation of parking meters, the number of transactions through them did not exceed 6% of all payments. Drivers preferred mobile applications, SMS or portals. The question of the advisability of returning the devices “to their place” can be considered rhetorical. For municipalities, it seems more urgent to solve the problem of drivers removing license plates from paid public parking lots.
As one parking attendant put it, the only time he ever saw a parking meter in his life was when he crashed his car into one. In fact, he was never found in the traffic accident register, but that's why he's a "servant of the people."
Municipal parking operators in Kaluga and Stavropol have refused to accept payment via parking meters. Drivers can use special mobile applications and Internet portals, SMS and Sberbank services to pay for a parking session.
