The Federal Tax Service has recalculated the wealthy residents of Tatarstan - only 8 thousand of them will pay progressive tax
The Federal Tax Service counts wealthy residents of Tatarstan, and only 8 thousand of them pay progressive taxes.
Residents of Tatarstan have already received 2.412 million notifications about paying property tax, the head of the department reported, adding that those who have reached the age of tax benefits should not worry about not arriving: 55 years for women; men, there are citizens who have turned 60 years old and whose taxable amount is less than 300 rubles. There are 408 thousand people living in Tatarstan. This citizen will be notified in subsequent tax periods if the declared amount exceeds 300 rubles. or the three-year period has expired.
Answering journalists' questions, Marat Safiullin stated that according to the Civil Code, taxes for which a notification was not sent, like other debts, cannot be collected for three years. Therefore, if a tax inspector forgot to notify a taxpayer about a debt in time, he will receive a kind of bonus. However, if a notification is sent, including in electronic form, to the taxpayer's personal account, the notification will be considered received and the citizen will be liable for failure to pay in full, as permitted by law.
He reminded that the deadline for paying taxes for 2024 (2023) is December 2.
"According to current data, the tax authorities of the republic have received 4 billion rubles in unpaid taxes to date," he added. - Citizens' activity is increasing every year. The share of revenue from personal property tax charges in 2022 reached 98.9% (8.5 billion rubles), in 2023 - 99.1% (9 billion rubles). We are confident that this year the recovery rate will exceed 99%.
The word "first" was heard frequently at this briefing.
Marat Safiullin reported that this year's tax notices will for the first time indicate property taxes, as well as tax amounts not withheld by tax authorities. Personal income tax and interest on bank deposits on casino winnings are calculated at an increased rate of 15%. A total of 3.5 billion rubles.
According to him, a progressive income tax rate of 15% will be paid by 8 thousand residents of Tatarstan, whose total income in 2023 will exceed 5 million rubles. Considering that the population of the republic in 2024 was just over 4 million people, according to Rosstat, in 2023 only 0.2% of residents will exceed the "wealth" threshold.
Owners of premium cars worth more than 10 million rubles will also have to pay: the tax rate will now triple. Marat Safiullin also named the amount of debt of one of the owners of these cars as 375 thousand rubles.
Who pays for the super-profitable investments?
33 thousand residents of the republic will pay new taxes on income from bank deposits. Marat Safiullin reported that about 200 residents of Tatarstan have income from deposits exceeding 1 million rubles. According to the Federal Tax Service, there are 2.4 million taxpayers in Tatarstan, of which less than 1.3% have deposits in banks with an annual income exceeding 150 thousand rubles. In total, the Federal Tax Service calculated the tax liability at 2.9 billion rubles.
The Republican Commissioner of the National Tax Service explained: "Individuals whose annual amount of interest on deposits exceeds a certain limit must pay personal income tax." - The limit depends on the main interest rate of the Bank of Russia in the year in which the depositor received income. In 2023, the maximum interest rate was set on December 1 and amounted to 15%. That is, the amount of tax-free income on interest received from the bank in 2023 is 150,000 rubles. This means that citizens will not have to pay taxes this year if by the end of 2023 the interest on deposits does not exceed 150 thousand rubles. If a depositor earns more than 150,000 rubles on deposits, in this case, the tax should be paid not on the entire amount of income, but on the difference between the amount of interest received on bank deposits and the permissible limit.
Marat Safiullin reminded about the tax benefits provided to SVO participants and their family members, and warned that taxes will be recalculated as soon as the tax service receives the necessary data.
— Property tax benefits apply to the tax periods of 2022 and 2023. Since legal changes were made after the tax invoice was issued, there was no information in the tax authority databases confirming the right to tax benefits, and the taxpayer received a tax invoice without taking this into account.
In addition, based on information from the social fund and data from the Ministry of Labor, it turned out that most tax benefits have been paid without an application since 2019. In 2023, almost 1 million citizens of Tatarstan received benefits in the amount of 1.9 billion rubles. This is 200 million rubles more than a year ago. The main beneficiaries are pensioners and pre-retirement workers.
"You can reduce the amount of personal income tax by filing three personal income tax returns, for example, to receive a tax deduction for the purchase of treatment or medicine," Safiullin explained. - Within 14 days, a desk audit will be conducted, and within 14 days, your money will be returned to your bank account. If you do not have the documents to receive the deduction, tax service employees will make a targeted call. Over 10 months of 2024, $12 billion in property and social benefits were returned to residents of Tatarstan.
The benefit, which is an exemption from transport tax for owners of electric vehicles, has been in effect in Tatarstan since 2024. And now, when we talk about paying taxes in 2023, the owners will have to pay taxes. But by 2025, more than 900 owners of "green" cars will no longer receive tax notices.
