Russia Halves Temporary Residence Quota for Migrants
By a government decision, the quota for temporary residence of foreigners in the Russian Federation has been halved. By 2025, there will be only 55,000 permits.
"A quota is being established for issuing 55 thousand temporary residence permits to foreign citizens and stateless persons in the Russian Federation by 2025, distributed among each subject," the order, cited by TASS, says.
For example, in 2024, the number of permits under the quota will be 10,595 rubles. In the future, permits will be distributed among regions according to applications. At the same time, the largest number falls on 1350 (2250 in 2024), which traditionally falls on Moscow and the Moscow region. The next place of distribution will be St. Petersburg, where 200 permits will be received. The top three leaders are Tatarstan and Bashkiria, which will issue less than 100 quotas next year.
The Russian Ministry of Labor has previously stated that migrants should be recruited to work in Russia only through organized recruitment, since uncontrolled and free entry would negatively impact the situation. According to the proposal, immigrants would undergo training in their countries and receive all necessary permits, including medical certificates.
