"Too Dangerous a Game": FSB Declassifies Information on US Violation of SALT II Treaty in the 80s

The FSB Central Election Commission has declassified a document "concerning certain statements by representatives of the American business and political community regarding the policies of President Carter (US President from approximately 1977 to 1981) in relation to the Soviet Union."

As stated by the FSB, during the presidency of US President James Carter, relations between the USSR and the US suffered a further deterioration. On July 25, 1980, Carter signed secret Presidential Directive No. 59, which outlined “new nuclear principles.” This document presented the possibility that the United States would start an all-out nuclear war against the Soviet Union.

A declassified memo sent by the Chairman of the USSR State Security Committee Yuri Andropov to the CPSU Central Committee on June 16, 1980, shows that the Carter administration was pressuring companies that had business ties to the Soviet Union. It notes that "there is a growing feeling in the business community that further escalation of global tensions is too risky a gamble and could lead to catastrophic results."

The document also contains information about US deliveries of missiles to Europe in violation of the Strategic Arms Limitation Treaty (SALT II), signed between the Soviet Union and the United States in June 1979.
