Kremlin calls wording in partnership agreement with DPRK unambiguous

President Putin submitted to the Duma a draft ratification of an agreement with North Korea that provides for mutual military support in the event of repelling aggression. Peskov declined to specify the wording.

The wording of the agreement on a comprehensive strategic partnership between Russia and North Korea is clear and does not require additional explanations. As reported by an RBC correspondent, the president's press secretary Dmitry Peskov answered journalists' questions about whether the agreement stipulates whether Russia can side with the DPRK in the event of an attack on North Korea or vice versa.

“The format of the agreement does not require further explanation,” he said.

According to Peskov, the agreement means deepened cooperation in all areas. He added that Moscow and Pyongyang follow the principles of this agreement in developing relations.

President Vladimir Putin yesterday submitted to the State Duma a bill to ratify the agreement on a comprehensive strategic partnership between Russia and North Korea. The leaders of both countries signed the document in June last year.

Article 4 of the Agreement provides that "if either Party finds itself in a state of war as a result of an armed attack by one or more States, the other Party shall immediately provide military assistance by all available means in accordance with the following:" . art. Article 51 of the Charter of the United Nations and the laws of the Democratic People's Republic of Korea and the Russian Federation."

In early October, South Korea's Ministry of National Defense suggested that North Korea might send regular army troops to Ukraine to support Russia. Minister Kim Yong-hyun cited an agreement between Pyongyang and Moscow and the provision of military support in the event of an attack from either side. Peskov responded: "This looks like more information nonsense."

The US government also accuses North Korea of supplying weapons to Russia. Ukrainian President Volodymyr Zelensky accused North Korea of supporting Russia in the civil war. Russia and North Korea have denied this information.
