Administrative reform and personnel changes: Vyacheslav Fedorishchev held a meeting of the regional government

At the beginning of the meeting, the head of the region announced preparations for a personnel reorganization of the regional government and an administrative reform of government agencies.
"After a thorough analysis of the structure, functions and powers, we came to the conclusion that changes are necessary in some areas of the region and local government," the regional director emphasized to those gathered. "We have already partially started this and are now implementing the first stage. "This is a strength in terms of urban planning policy."
As Vyacheslav Fedorishchev noted, these changes will also affect inter-budgetary relations. "Currently, residents have received a huge number of requests for changes in local government bodies. We literally work with this every day. Here we must work on strengthening the capabilities of local government bodies, including financial ones."
At the meeting, the heads of regions were instructed to prepare proposals for inter-budgetary changes that will expand the opportunities for municipalities to make decisions, including financial ones, at the local level.
"We have a large representative office in Moscow and quite a lot of employees work there. We must use these opportunities more actively. Right now, they seem to be idle and probably need optimization," the governor said. He instructed to prepare proposals that will facilitate active and effective interaction with the federal center.
Separately, the regional director emphasized that an important direction of changes in the government should be the improvement of corporate culture in terms of training, as well as the level of work of key specialists in local government bodies and municipalities. In our work, we use best practices.
"We need to optimize the civil servants' staff by at least 15%, and the administrative staff by up to 30%. These are parameters that need to be maintained. This allows us to make our work more precise and specific and, above all, solve the problem of increasing the level of the workforce in key specialties," said Vyacheslav Fedorishchev. The heads of the regions also instructed to prepare and implement a system for training and retraining personnel, performance indicators for heads of administrative bodies and heads of local government bodies next year.
"Ilya Vladimirovich is actively involved in digital transformation processes in various industries. He has extensive work experience, he received three higher educations - in industry and energy, law, economics and management," said Vyacheslav Fedorishchev. The regional director expressed confidence that his knowledge and experience will be used for the benefit of the Samara Region. As Deputy Prime Minister, Ilya Vladimirovich will oversee the financial sector, including the Ministry of Finance, the Financial Control Board, the Committee for Trade Organization and the Committee for Price and Tariff Regulation.
Personnel changes also affected two regional ministries. Acting Minister of Agriculture, Food and Rural Affairs Nikolai Abashin and Acting Minister of Industry and Trade Oleg Volkov left their posts.
As part of the main issues on the agenda, the meeting participants discussed the decisions made by the head of the region during his visit to the Sergievsky district. Among the important ones is a significant increase in the number of fighters participating in special combat operations, who will be able to undergo rehabilitation at the Sergievsky Mineralnye Vody sanatorium, as well as a major overhaul of the rural hospital. The reconstruction of Sukhodol, the Skazka kindergarten, the water supply system and roads, and the reconstruction of the Olimp sports complex have been completed. The regional director stressed that during the visit to the local government, a number of problems were identified and important decisions were made that affect the well-being of residents. He asked all managers to work in the municipality for a day or two without further instructions. This should be part of their work.
"Here we solve the problems of individual residents of each region. I call not only on ministers, but also on all leaders responsible for specific industries or regions, to go out into the field and communicate with government agencies, residents, local public institutions, businesses and farmers," emphasized Vyacheslav Fedorishchev.
The meeting participants focused on the issue of accessibility of digital healthcare services for the population of the Samara Region. The head of the region emphasized that he had previously instructed the acting Minister of Health of the Samara Region Armen Benyan and the acting head of the Ministry of Information Technologies and Communications Konstantin Presnyakov to organize work to improve the digital services of the regional healthcare system.
As reported by Armen Benyan, the National Information System of the Samara Region "Unified Medical Information and Analytical System" has been created in the region. We have four platform solutions: Integrated Electronic Medical System, Delivery of Preferred Medicines, Central Archive of Medical Images and Ambulance.
"We are currently connecting each piece of equipment (radiography, analyzers) to a single information system. This means that the survey results can be digitized and uploaded first to EMIAS, and then to Gosuslugi. "Residents can use the survey data," the head of the relevant department explained.
After listening to the director's report, Vyacheslav Fedorishchev noted that insufficient work had been done to ensure the convenience of residents in terms of digital services. The head of the region instructed Deputy Prime Minister Ilya Shchukin to conduct an inspection within a month and prepare proposals for interaction and best practices of other departments and federal ministries on the tasks set.
The district mayor also instructed the heads of local authorities to conduct a survey of patients in each clinic and hospital.
"We need to systematically change our approach. We talked about this, and conceptual proposals were considered in the program of socio-economic development of the region. Here it is necessary to qualitatively restructure our work," the governor emphasized. "I hope that by the end of the year you will begin to make these qualitative changes. To do this, we ask you to conduct two audits: from the point of view of people (how we evaluate our work) and from the point of view of best practices. Other departments and federal centers."
At the meeting, the participants discussed the region’s preparations for the international forum “Russia – a Sports Power” – a large-scale sporting event that will be held in the Samara Region in the fall of 2025.

The program of the event includes the international exhibition "Modern Sports". "Innovations and Prospects", business programs, sports programs, cultural and tourist programs.
Vyacheslav Fedorishchev noted that the development of sports infrastructure is one of the main priorities. "We will create many large-scale sports facilities and allocate budget funds for them. And no speculation about a professional team will change the decisions that we made together with residents when preparing the development program." The head of the region commented on media reports about delays in salary payments to the Lada hockey team.
"I ask that an investigation be conducted today and that a separate report be made. If there are professional clubs that currently have obligations to the Government of the Samara Region and have salary debts, this should not happen and they should be liquidated as soon as possible," instructed Vyacheslav Fedorishchev, assistant to professional sports Dmitry Yakovlev.
The Governor also focused on assessing the effectiveness of management, as well as the level and adequacy of salaries for players and coaches, and analyzing the management of budgetary funds.
"Our mission is to create conditions for mass sports participation for residents of all ages and to assist sports federations in their projects. This is the key to preparing for the forum," the regional director concluded.
At the end of the meeting, the participants traditionally considered citizens' requests. In particular, the questions concern the repair of bus stations in Samara and Novokuibyshevsk, the heating season and solid waste removal.
