Zelensky presented a five-point "victory plan" in the Rada

According to him, the plan consists of five points. The first is to invite Kyiv to NATO until the conflict with Russia ends. The second is to lift restrictions on attacks on Russia and continue "operations" on its territory. It also includes a call to expand the possible use of drones and missiles by the Ukrainian military to give Ukraine access to intelligence data from its partners, as well as "together with partners to defeat Russian aviation."

Here is the third point. The idea is for the West to deploy some kind of "containment package" in Ukraine that does not have a nuclear component. Fourth, Kyiv calls for strengthening anti-Russian sanctions and developing strategic and economic potential.

Finally, the fifth point of the “Victory Plan” assumes that the Ukrainian military will participate in strengthening NATO’s defense in Europe and may even replace the US military contingent in the EU.

Zelensky added in his speech that the second, third and fourth points of the program he announced contain secret provisions that were not publicly announced, but were submitted for consideration to Ukrainian partners.

On September 25, military expert and former US Army officer Stanislav Krapivnik said that Zelensky's "victory plan" can be summed up in one word: "give." At the same time, he noted that the Ministry of Defense is in no hurry to meet the Ukrainian leader's ambitions.
