In St. Petersburg, it was proposed to direct maternity capital to the renovation of townhouses

The author of the plan, Marina Makarova, explained that townhouses are understood to mean houses blocked from development. According to her, the proposal was based on the wishes of distant relatives who contacted her. The deputy minister noted that housing blocked from development is not currently specified in the law, so amendments are needed.

"The Urban Development Code of the Russian Federation distinguishes between the concepts of "individual housing construction projects (residential buildings)" and "block buildings". At the same time, the historical features of the formation of the housing stock and the development of urban development are as follows: the law has its own factual features. In general, it provides for the emergence of situations when homogeneous real estate objects are classified as different types of real estate objects according to cadastral registration," the explanatory note to the draft law says.

Thus, citizens who own residential buildings and citizens who own closed-type buildings are in an unequal position. According to the current law, the former have the opportunity to use the funds of the St. Petersburg maternity capital for the reconstruction or major repairs of housing, while the latter are deprived of such an opportunity.

Next year, maternity capital will increase by 7.3%

The mayor also approved an amendment with his signature, according to which maternity capital payments in the northern capital will be made upon the birth or adoption of a third and subsequent child. In August, an amendment was approved that allows local maternity capital funds to be used for self-education and paid healthcare.
