The Ministry of Health has proposed changing state guarantees for the provision of medical care to Russians
Therefore, the department considers it necessary to regulate for the first time the standards for providing medical care when visiting medical centers for preventive purposes within the framework of compulsory medical insurance (CMI). The Ministry of Health will allocate 4.4 billion rubles for these purposes.
The Ministry of Health and Social Welfare also seeks to establish standards for the provision of medical care and the approximate cost of medical examinations to assess the reproductive health of citizens. According to preliminary estimates, 42.9 billion rubles will be allocated next year, 51 billion rubles in 2026, and 59.5 billion rubles in 2027.
In addition, for the first time, the Ministry of Health has defined the standard volumes of medical services and the amounts of reserve fees for certain types of cardiovascular surgery in a hospital setting. In 2025, the average standard of budgetary medical care will remain at the current year's level, and the standards for outpatient primary medical care, preventive visits and medical examinations will be reduced from 2026 to 2027. At the same time, the standard for the average volume of ambulance traffic is set at the current year's level.
As part of this project, the Ministry of Health and Social Security proposes to pay for new types of operations through compulsory medical insurance, such as replacement of neurostimulators and surgical correction of cardiac arrhythmia without implantation of a cardioverter-defibrillator.
The Russian Ministry of Health also wants to allocate at least 140 billion rubles for the treatment of cancer patients by 2030. The first deputy director of the department, Viktor Fisenko, added that about 1,000 outpatient cancer centers have already been created in Russia.
